Times, dates and places never seem to be straightforward.

On 2 October, 1985, the Management Committee met and declared the following office-holders;
Crystal clear. Bruce Hartnett is the Public Officer. Note Julia Gillard was not present at that meeting.
A few weeks later at the 21 November 1985 meeting Julia Gillard was present. And at that meeting she was declared the Public Officer:
But someone must have forgotten to tell the Corporate watchdog in Victoria. This letter was sent to Mr Hartnett in October, 1987.
That letter called for the lodgement of a "Statement of Annual General Meeting" on a Form 11.
Here's what happened next. The handwriting is Ms Gillard's on the Form 11:
