New Fast Track Assessment process for illegal boat people takes effect tomorrow - no appeal to the Refugee Review Tribunal

As I read this document the major change seems to be the removal of appeals to the (stacked) Refugee Review Tribunal. It's been replaced by the Immigration Assessment Authority which presumably has its "mind right" about people who arrive illegally.

The IAA will be established as an office within the RRT but will be separate to the RRT. The Minister is required to refer fast track reviewable decisions to the IAA and the IAA is required to carry out its functions in a way that is efficient and quick and free of bias. Reviews will generally be ‘on the papers’. Information that was not before the primary decision maker will only be able to be considered in limited circumstances.
An implementation team for the IAA has been established and a recruitment process will commence in early 2015, with reviewers being engaged in Sydney and Melbourne.
Who could bitch about this set of changes? Quicker, more definite, less time in detention - all good.
