How far up himself is this bloke?

He wants to devolve London into its own special kingdom with himself as Emperor - maybe a Caliphate with him as Emir. It's so important he gets the gig right now that he can't wait for negotiations.

Apparently if London remains a part of the UK, global businesses that trade in London will be unprotected from the uncertainty ahead. Only a separate London run by him can save the world.
