DFAT wants time to answer our query on Australian taxpayers pay $38M to fund Muslim education in a province claimed by the Islamic State

Thanks to Seeker of Truth for researching our funding to The Philippines island of Mindanao, a hotbed of Islamic traditional practices including the beheading of two Canadian hostages in the past few weeks.

We provide $38M for "Basic Education Assistance for Muslim Mindanao (Philippines)".   Why?  What do we get out of advancing Muslim education in Abu Sayyaf territory - now claimed as part of the Islamic State..

Given the way Islam is practiced in Mindanao and the relative impunity with which Abu Sayyaf operates it's reasonable to wonder what influence Abu Sayyaf and thus the Islamic State has on the madrassas and Islamic schools in Mindanao - which we are funding to the tune of $38M.

On 6 May 2015 the government's AusTender website announced that Cardno Emerging Markets (Australia) Pty Ltd had been awarded a $38M contract to provide "Basic Education Assistance for Muslim Mindanao (Philippines)".
 
Last week the Islamic State or Daesh announced that it had effective control of much or all of Mindinao and it proclaimed the island a wilayat or province of the Islamic State (or Caliphate/Khalifah) with the Muslim terrorist Insilon Hapilon appointed as the Emir of the province.
 
I have included media reports and links to the Islamic State claim of sovereignty over Mindanao below.
 
Islamic State also issued a call to Asian Islamists who cannot get to Iraq or Syria to go to Mindanao to join the Islamic State and to live under its Sharia.
 
I know we do not recognise the legitimacy of the Islamic State, let alone its claim to sovereignty over part of The Philippines.  However it would appear that large numbers of locals do.
 
Is the Australian Government aware of the Islamic State claim that Mindanao is part of the Caliphate? Is the DFAT funding for Muslim education in Mindanao affected?
 
What is the syllabus being taught in Mindanao through our $38M "Basic Education Assistance for Muslim Mindanao (Philippines)"?
 
Can the Australian Government reassure us that none of our money goes to the benefit of the Islamic State or or to advance its teachings, including those of its subsidiaries like Abu Sayyat?
 
Given the Abu Sayyaf/Islamic State influence in the province, is it wise for Australia to fund Muslim education given the widespread traditional Islamic practices and influence on the way Islam is practiced?

After months of buildup, which included pledges of loyalty from various local groups, the Islamic State has officially created a province in the Philippines. A newly released video from the region, which was produced in the same style as all other Islamic State provinces, offered confirmation of the new province.

The video begins by showing several “battalions” of the Abu Sayyaf Group (ASG) pledging allegiance to the Islamic State. This includes the Abu Dujana Battalion, Abu Khubaib Battalion, Jundallah Battalion, and the Abu Sadr Battalion. These battalions joined others from ASG, including Jund al TawhidAnsar al Sharia, and Marakah al Ansar in pledging bayah to the Islamic State. Additionally, some of ASG’s leadership, including overall leader Isnilon Hapilon (who is shown in the video), have pledged to the jihadist group.

Hapilon, a US-designated terrorist, was again confirmed as the leader of all of the Islamic State’s forces in the Philippines. In an April issue of the Islamic State’s weekly newsletter Al Naba, the jihadist group said that Hapilon, also known as Abu Abdullah al Filipini, had been appointed as emir. In a portion of the video featuring a Filipino fighter in Raqqah, Syria, he confirms the Al Naba report.

Hapilon is the senior most figure to have defected to the Islamic State in the Philippines. The video also confirms that a formal leadership structure for the Islamic State has indeed been put into place, exemplifying its expansion in the country. This was also seen earlier this month in an infographic released by the ‘Amaq News Agency, one of the jihadist group’s news outlets. The infographic included several important facts from the Islamic State in the Philippines, including the number of groups that have pledged allegiance and where they operate. Anti-jihad Pam[ela] Geller takes over London in BIG way that is ‘bloody expensive’ – starting with 100 taxis

Anti-jihad activist Pamela Geller announced a new ad campaign that will be kicking off in London on Monday that is sure to get plenty of attention.

The ads will appear on 100 London taxis and will feature quotes from Muhammad.

Geller, who co-founded the American Freedom Defense Initiative in an effort battle radical Islam in the United States, announced the ad campaign last week on the group’s website.“Despite the overwhelming push-back and danger, we continue to fight on fiercely,” she wrote. “The war is in the homeland, and it’s only just begun.”

And the fight is not cheap, Geller explained.

“London buses refused our ads, despite running Islamic prayers on their bus-sides. So we are putting our ads on 100 London taxis …. they go up this week, but it’s bloody expensive,” Geller wrote.

Geller is behind last year’s “Draw Muhammad’ contest in Garland, Texas, that ended with police killing two armed jihadists trying to storm the building.

And she continues the fight against radical Islam.

In addition to the controversial new ad campaign, Geller said that they also have a film crew in Europe working on a documentary.

“The film title, “Can’t We Talk About This?,” is taken from Theo Van Gogh’s last words before a Muslim beheaded him in broad daylight on a street in Amsterdam,” she said.

Van Gogh was a Dutch film director killed in 2004 by a Muslim extremist.

The new film will feature interviews with Geert Wilders, Bat Ye’or, Douglas Murray, Lars Vilks (a Danish Muhammad cartoonist) and English ex-Muslim journalist Raheem Kassam.

Election 2016: AMA president Michael Gannon criticises Bill Shorten's Medicare claims

The new head of the Australian Medical Association has dealt a blow to Opposition Leader Bill Shorten's claim the Government wants to privatise Medicare.

Key points:

Mr Shorten's assertion is based on the fact the Government had been considering outsourcing what Dr Michael Gannon has dubbed Medicare's "antiquated" and "rusty" payments system.

He said privatising the payments system "in no way" amounted to privatising Medicare, as Mr Shorten has claimed.

"I've never seen, and nor do I see, a proposal to potentially privatise the payments system as … a way to privatise Medicare," Dr Gannon said.

"The evidence just doesn't stack up.

"We also understand how important Medicare is to voters and that's why it's such a potent claim from the Labor Party but the AMA will always call governments to account, they will call oppositions to account."

Dr Gannon added he was pleased with "numerous" elements of Labor's health policy.

"Most noticeably unravelling the freeze on patient rebates," he said.

At the weekend Prime Minister Malcolm Turnbull ruled out privatising any aspect of Medicare, in the wake of what he dubbed a "disgraceful scare campaign" by Mr Shorten.

"The president of the AMA has called them [Labor] out," Mr Turnbull said today.

"Medicare will never, ever be privatised, it will never, ever be sold.

"The services of Medicare, the payment services, will not be outsourced."

Mr Turnbull maintained the payments system needed to be upgraded, but said it would be done by the Government.

He cited the newly established Digital Transformation Office as proof of his faith in Government's ability to modernise without paying private consultants. 

Mr Shorten said Labor was also prepared to modernise the payments system.

"But what we're not prepared to do is outsource the payments system to a large bank, to a foreign multi-national," he said.

"That is a thin edge of the wedge of the dismantling the Medicare system as we know it."

Dr Gannon — the head of obstetrics and gynaecology at St John of God Subiaco Hospital in Perth — took over the reins of the AMA in May from Sydney neurosurgeon Brian Owler.

Islamic State video announces creation of a province in The Philippines - too close for comfort

The Islamic State's media arm released this video sometime during the past week.   It shows various Abu Sayyaf battalions pledging allegiance to Al-Baghdadi and the Islamic State and announces the creation of a province of the Islamic State or Caliphate in the southern Philippines - this from the Heavy website

In a new video purportedly released by the Islamic State titled “The Solid Structure,” ISIS releases its first propaganda snuff film from Mindanao, Philippines. The video proclaims the island in the Philippines as an official “wilayat,” or state of ISIS, and tells Asian Islamists that if they can’t get to Iraq or Syria, to go there.

Also notable in the video is that the execution portion appears to have been filmed in front of a green screen.

Mindanao had already included the unofficial affiliate of the Islamic State called “Abu Sayyaf.” According to The International Business Times, senior Abu Sayyaf leader Isnilon Hapilon and other masked men pledged their allegiance to ISIS in a summer of 2014 video.

But the creation of a discrete Islamic State province in what The Philippines calls Mindinao is a very big worry, it's far too close to home.

While the infographic contains numbers from April 2015, it also notes the first official announcement of Filipino jihadist groups pledging allegiance to the Islamic State occurred in January 2016. Videos and reports of groups pledging bayah have emerged since 2014, shortly after Abu Bakr al Baghdadi, the leader of the Islamic State, claimed the creation of a caliphate. The video in January, however, was the first time the Islamic State publicly accepted these pledges. A month later, the Islamic State’s Furat media outlet released another video showing more groups pledging allegiance.

These groups include the aforementioned battalions of ASG, the Bangsamoro Islamic Freedom Fighters (BIFF), Ansar Khilafah in the Philippines, the Islamic State in LanaoJamaat al Tawhid wal Jihad (a group formerly loyal to al Qaeda), and parts of the Moro Islamic Liberation Front (MILF). Their claimed areas of operation largely correspond with the reported areas of the aforementioned groups. This includes the southern areas of Basilan, South Cotabato, Sulu, Sarangani, Lanao del Sur, and the northern province of Isabela.

Several of these groups, including Ansar Khilafah, the Islamic State in Lanao, and the Jamaat al Tawhid wal Jihad (JTJ) have publicized training camps in the region. Ansar Khilafah was the first to do so last December, while the latter two groups did so last month and in March, respectively. A video from JTJ’s training camp, the “Osama bin Laden training camp,” also publicized its loyalty to Abu Bakr al Baghdadi.

In addition to the pledges to the Islamic State in the months building up to yesterday’s video, the Islamic State has claimed several attacks in the Philippines in recent months. One of these attacks was featured in the video, which showed Islamic State fighters engaging in a firefight with Filipino security forces. Several vehicles and weapons are shown to have been captured by the jihadists. Additionally, the video pays tribute to several fighters who have been killed in clashes with the Filipino military. This includes Abu Khattab, a Moroccan bomb expert within ASG, who was killed in April.

While the video was made to announce a Philippines province, a good portion of the video was filmed in Syria. Indonesian, Malaysian, and Filipino fighters in Syria’s Raqqah province are shown discussing these pledges and encouraging others to follow suit in Southeast Asia. The three are later shown simultaneously beheading three Assad regime soldiers somewhere in Raqqah.

The Islamic State has also inroads in the wider Southeast Asia region, an area that has historically featured al Qaeda activity. Jemaah Islamiyyah (JI), al Qaeda’s historical branch in Southeast Asia, has also suffered defections to the Islamic State. Shortly after Baghdadi’s announcement of the caliphate in 2014,  Abu Bakar Bashir, the spiritual leader and co-founder of JI as well as the emir of its offshoot Jemaah Ansharut Tauhid, pledged allegiance to Baghdadi. However, Bashir’s two sons and several other leaders left and formed their own group, Jemaah Ansharusy Syariah. According to the Jakarta Post, more than 50 percent of Bashir’s followers abandoned him and joined Jemaah Ansharusy Syariah. It is directly part of al Qaeda’s global network now, according to its leader. (See LWJ report, Islamic State launches suicide assault in Indonesia’s capital.)

Yet another group in region, Mujahideen Indonesion Timor (MIT), is also loyal to the Islamic State. Abu Warda Santoso, the MIT leader, swore allegiance to the Islamic State in 2014. His group was previously listed by the US as a terrorist group last year. Last month, the US Department of State added Santoso to its list of global terrorists. Turnbull won't take Shorten on over character and trustworthiness - what's he afraid of?

I think this is a terrific  speech from Tony Abbott at the Liberals 2013 campaign launch.

At around 29 minutes in he talks about trust and competence giving accurate character assessments of the Labor leaders of the past few years.  

It takes an insight into yourself and an assuredness in your own character and integrity to campaign on personal attributes.  Criticise others and you invite them to reciprocate. Tony Abbott was no fool, he had long experience with Labor's response to attacks - they fire back in spades.   The fact that he was prepared to expose himself to the attacks he knew he'd trigger says a lot about his altruism and genuine motivations and priorities.

He did it because a leader's character is important - where a leader's character and background are suspect we should know about it.

Even their own Party recognised that Rudd and Gillard were diabolically bad.  No one could now deny that their personal performances were a legitimate issue during the campaign.   But the criticism of character and the effects on the country can only come from one place.   The opposite side.  It's the other side that makes it an issue, not the media, not the commentariat - it has to come from the political opponents.

Shorten's character is at least as much of a concern as Rudd's or Gillard's for a potential prime minister.  His background is arguably more sinister and entangled with corrupt union and Labor Party dealings that either Gillard or Rudd.  Yet none of that is in issue in this campaign.

That can only be due to Turnbull and his failure to make it an issue.   And I think he has decided not to because Turnbull believes he'd suffer at least as much damage as Shorten in any public examination of the character and background of the two potential leaders.

That selfishness has effects beyond the outcome of this election.   By not calling Shorten out, Turnbull tacitly endorses his prior behaviour and his personal suitability to stand for the leadership of the country.   That tacit endorsement beggars belief and represents another ratcheting down of the standards this country expects for itself.

Whoever wins this election - Turnbull or Shorten - Australia is already the loser.

Turnbull on strong economy 

A stronger economy means we can afford to fund world-class education and health services, including Medicare, without weighing down our children and grandchildren with more debt and deficits.

Fairness between generations means we must live within our means (which sounds hollow because there's nothing in today's launch nor in his broader public statements about the sort of approach that Howard and Costello took to reducing the deficit and debt).

And it also means we can afford to leave a cleaner environment to those children with programs like our $1 billion investment plan to improve water quality in the Great Barrier Reef catchment, our $1 billion Clean Energy Innovation Fund, our $1 billion National Landcare Program or our $2.55 billion Emissions Reduction Fund.

A strong economy means we can meet and beat our international obligations to address climate change.

On union corruption and Labor 

On the other hand, our opponents in the Labor Party have no economic plan at all.

Labor believes its best hope of being elected is to have trade union officials phone frail and elderly Australians in their homes at night, to scare them, to scare them into thinking they are about to lose something which has never been at risk.

Bill Shorten put this Medicare lie at the heart of his election campaign.

And they boast of how many people they have deceived.

That’s not an alternative government, that’s an Opposition unfit to govern.

When he’s not trying to frighten older Australians, Mr Shorten is prosecuting an anti-business, anti-growth agenda more toxic and backward-looking than any Labor leader in a generation.

Tax hikes on business and investment; more special deals for his union mates; higher deficits and higher debt.

Every element of his platform will discourage investment and employment. It is a recipe for economic stagnation.

His vision splendid is to run the nation like a trade union.

Well the volunteer firefighters of Victoria know what that looks like.

And on every building site around Australia, honest tradesmen and builders know the high price they pay for the lawlessness and the thuggery of the CFMEU.

If returned at this election, we will convene a joint sitting to restore the rule of law in the construction industry and reinstate the Australian Building and Construction Commission so Australians can have the infrastructure of the 21st century that they need at a price that they can afford.

Labor and the Greens will fight tooth and nail to defend their paymasters in the CFMEU.

It’s the same old Labor; a replay of the Gillard years, and another power-sharing fiasco with the Greens and Independents.

 Border protection

Our border protection policy depends on three pillars - boat turn-backs, offshore processing and Temporary Protection Visas.\

Labor has already abandoned TPVs so they do not have the same policy as we do - they don’t even claim to have the same policy as we do. And who would trust them on the rest.

We must never forget how Labor in government failed Australia at the border.

Labor’s abandonment of John Howard’s proven border protection policy opened the door to the people smugglers.

The result - 50,000 unauthorised arrivals on 800 boats, 1,200 deaths at sea of which we know, over 8,000 children put into detention, 17 detention centres opened and an $11 billion border protection budget blowout.

In contrast, the Coalition has restored security at the border, integrity to our immigration program - and with it the trust of the Australian public.

I am proud to announce that today marks 700 days without a successful people-smuggling venture to our country.

 

 A comment on leaders who lack conviction - like himself on union corruption?

Strong border protection policies instil confidence. A weak and failing system has the opposite effect.

That is the risk in a Labor-Greens-independent alliance - they lack the conviction, they lack the will to keep our borders secure.

The most fundamental right - to live without violence - but no mention and no policy on Islam 

I announce initiatives that go to that most fundamental of liberties – the right to live without fear of violence.

My first announcement as Prime Minister was a new $100 million package to encourage all Australians squarely to confront the ugly truth of violence against women and children in our society.
