It refers to a petulant type who cracks-them if they don't get their way.

My dad used it a lot, particularly if the offender "Put a snooty on" beforehand.

It's for the sort who needs to be in charge so much they have to own the bat and the ball so everyone else playing the game is subject to their whim.
