A Victorian community legal centre that represents Melbourne’s disadvantaged stepped in at the last minute to assist former independent MP Tony Windsor in challenging Deputy Prime Minister Barnaby Joyce’s dual citizenship case in the High Court.

Partly funded by federal and state taxpayers, the Fitzroy Legal Service helped Mr Windsor write an application asking to join the legal proceedings after deciding that the eligibility of Mr Joyce to sit in parliament was “an important question of constitutional law” that crossed party lines.

Meghan Fitzgerald, a lawyer at the centre, refused to say whether Mr Windsor approached her ­organisation directly but it was asked “at late notice” to get involved in the matter, which it did pro bono. Mr Windsor, who represented the electorate of New Eng­land for more than a decade before retiring in 2013 and standing unsuccessfully last year, was granted the right to appear as a “contradictor” against his long-time political rival.

“The court recognised the importance of having a contradictor — someone whose job’s not on the line who can bring a slightly more independent voice to the court,” Ms Fitzgerald told The Australian.

“We’ve got a significant pro bono team, the allocation for resources for this type of preliminary question is very, very minimal.

“It’s really not difficult.” Coali­tion sources said it was “truly bizarre” that a suburban legal service specialising in the needs of the less fortunate was giving instruction on behalf of a NSW farmer and coalminer.

“It begs the question, as it always does with Tony Windsor: who actually is backing him, and for what purpose?” they said.

Ms Fitzgerald said the legal centre “stepped out of the picture” and was no longer working on the case after the court ordered the commonwealth to pay reasonable costs for Mr Windsor, who declined to comment for this story.

The Fitzroy Legal Service has challenged the government’s now relaxed secrecy rules for immigration detention workers who spoke out about abuse or neglect and the East West Link tunnel project, which was scrapped by the Andrews Labor government.

Ms Fitzgerald insisted the ­centre was “apolitical” and consulted with up to 4000 clients a year.

Nationals deputy leader Fiona Nash and Senate powerbroker Nick Xenophon will have their elections sent to the High Court today, joining the referrals of Mr Joyce, Nationals senator Matt Canavan, One Nation senator Malcolm Roberts and former Greens senators Scott Ludlam and Larissa Waters — to be heard next month.

Labor is threatening to wreak havoc as parliament resumes and Mr Joyce prepares to step into the role of Acting Prime Minister while Malcolm Turnbull visits Samoa at the end of the week.

“We have got a Prime Minister away and someone acting as prime minister that might not even be eligible to sit in the federal parliament,” deputy Labor leader Tanya Plibersek said. “We are in uncharted waters (and) I think we have to say that anything could happen this week in parliament.”

Malcolm Turnbull has warned against industrial reforms that “wage war with unions” as he set out his hopes to boost economic confidence through changes that could improve the flexibility of Australian workplaces.

Declaring economic and personal freedom to be a foundation principle of his government, the Prime Minister has outlined a pragmatic approach to policies in tax, employment, higher education and climate change.

Mr Turnbull last night declined to say whether he thought the GST needed to be increased but made it clear he wanted to tackle tax policy. “Tax reform is going to be a big part of our reform agenda,” he told ABC TV. “That’s why we’ve brought the tax minister, the ­Assistant Treasurer, Kelly O’Dwyer, into the cabinet.”

Adding he did not want to play the “Canberra games” that limited policy debate, he said: “I’m not going to rule things in or rule things out.”

The comments came as the government put off big decisions on ­financial regulation and competition law, where decisions by Tony Abbott and his cabinet are up for review.

Mr Turnbull made no promise on workplace reform last night, saying any policy would be up to federal cabinet, but he made a ­distinction between his approach and the “pitched battle” between the government and the unions in the past. “I think the important thing is to seek to explore ways in which we can achieve more flexibility, higher levels of employment, higher levels of business activity,” he told ABC TV.

“And to do so in a way that ­reassures Australians — Australian workers in particular — that this is not threatening their conditions. In other words, the challenge for us is not to wage war with ­unions or the workers that they seek to represent, but really to explain what the challenges are and to lay out some reform options.”

Business groups were dis­appointed with the Abbott government for choosing to avoid any controversial changes in workplace law, while unions portrayed every proposal as a potential ­return to the Work Choices laws of the Howard government. Major reforms are waiting for decisions as the government considers whether to embrace the banking and finance rules recommended by banking veteran David Murray or overhaul competition laws as recommended by economist Stephen Harper. The government was ready to announce its response to Mr Murray’s Financial System Inquiry last week but that is now being reconsidered under Ms O’Dwyer.

Mr Turnbull made it clear in his first days in power that he backed all existing government policies but they were also subject to review by cabinet. Yesterday he stood by the Coalition’s climate change policies, while Social Services Minister Christian Porter insisted on the need to go ahead with one of the most controversial welfare changes — forcing young people to wait for the dole. “I think they’re completely fair changes,” Mr Porter said of the policy of making many Newstart applicants wait 30 days for benefits.

Mr Turnbull said he had learnt from his last period as Liberal leader, before he was replaced by Mr Abbott in 2009, and would be more consultative. “An experience like that either makes you or breaks you. And you can come out of that reforged, ­regalvanised, as a wiser, better person,” he said. “I’m wiser about people. I feel much more confident and centred.”

Why is this important?

This petition calls on the Australian Medical Association and the Australian Health Practitioner Regulation Agency to review the registration of Dr Pansy Lai as a Paediatric Medical Practitioner for violation of its code of ethics and violation of the Declaration of Geneva by her participation in the recent 'no' campaign against marriage equality in which she willfully spread misinformation and non-scientific evidence in order to promote the discrimination of LGBTIQ people in Australia.

Young people who identify as LGBTIQ are 10 times more likely to die by suicide than the general population of young people. Research clearly shows that the prejudice, discrimination, abuse and exclusion these young people experience have a direct impact on their mental health and wellbeing. Young people who identify as LGBTIQ have an 80% likelihood of experiencing physical violence at school due to their sexuality or gender. We know that the trauma caused from such events can have a detrimental lifelong impact on an individuals wellbeing.

Young people who identify as LGBTIQ are often highly vulnerable due to they way they are treated by society. This is due to the attitudes, beliefs and actions of people who think there is something wrong, unnatural or abnormal about being gender or sexuality diverse. The reality is that gender diversity and diverse sexual behaviours are prevalent not just among humans, but may other species of animals- they are not chosen or 'socially constructed' behaviours. They are natural, and the scientific research shows that there is nothing inherently harmful about being gender diverse or non-heteronormative in your sexuality.

Paediatricians are medical practitioners who have completed additional training in child and adolescent medicine and development. Their professional career is oriented towards achieving optimal physical and socio-emotional wellbeing for children and young people who may be experiencing a range of challenges, be they physical, emotional or social. This includes having a professional obligation to support young people who identify as LGBTIQ.

The Australian Medical Association has adopted the World Medical Association's (WMA) Declaration of Geneva as a contemporary companion to the 2,500-year-old Hippocratic Oath for doctors to declare their commitment to their profession, their patients, and humanity. Dr Pansy Lai has undertaken this oath as part of her registration as a medical practitioner in Australia.

At the time of being admitted as a member of the medical profession:

I solemnly pledge to consecrate my life to the service of humanity;

I will give to my teachers the respect and gratitude that is their due;

I will practise my profession with conscience and dignity;

The health of my patient will be my first consideration;

I will respect the secrets that are confided in me, even after the patient has died;

I will maintain, by all the means in my power, the honour and the noble traditions of the medical profession;

My colleagues will be my sisters and brothers;

I will not permit considerations of age, disease or disability, creed, ethnic origin, gender, nationality, political affiliation, race, sexual orientation, social standing or any other factor to intervene between my duty and my patient;

I will maintain the utmost respect for human life;

I will not use my medical knowledge to violate human rights and civil liberties, even under threat;

I make these promises solemnly, freely and upon my honour.

The Declaration clearly states that "I will not permit considerations of age, disease or disability, creed, ethnic origin, gender, nationality, political affiliation, race, sexual orientation, social standing or any other factor to intervene between my duty and my patient".

It is clear that Dr Pansy Lai has misused her privileged position as a medical practitioner in the harmful and hateful 'no' campaign, which is a clear violation of her oath to the Declaration. She has used her standing as a medical professional to directly cause harm to the LGBTIQ population, in direct opposition to her ethical obligation to be supporting the health and welfare of people.

We urge the Australian Medical Association and Australian Health Practitioner Regulation Agency to investigate Dr Pansy Lai's use of her profession in a public political manner to cause harm due to the serious nature of the breach she has undertaken.

Julie Bishop announces Australian taxpayers to pay for Bahrain's life saving and swimming development

The Islamic Kingdom of Bahrain is a very rich, very small country in the Middle East.
 
Its 1.3M people enjoy per capita income of more than $50K (USD) per year, 3 notches higher than Australia's ranking on the IMF's GDP rankings.

Bahrain has a close association with the ocean.  
 
But according to Julie Bishop, it's not close enough.
 
So Julie has decided that Australian taxpayers should pay for the development of surf life saving in Bahrain.

Project description

In October 2016, Life Saving Victoria in Australia assisted Royal Life Saving Bahrain to develop the first Water Safety Strategy for Bahrain. In implementing the Water Safety Strategy, Royal Life Saving Bahrain aims to develop a culture of swimming and enjoyment of water, promote volunteerism, reduce water- related death and injury, enhance the appeal of water- related tourism and foster respect for coastlines and marine habitats. 

The Bahrain Lifesaving and Swimming Development Project, supported by Council for Australian-Arab Relations, will help Royal Life Saving Bahrain to develop lifesaving and swimming competency in Bahrain. The project will see experts from Australia travel to Bahrain and conduct training programs to develop local expertise in lifesaving and swimming.
