This is Ralph's 4 April 2019 letter to the WA Commissioner of Police - he's yet to receive an acknowledgement let alone reply.

Dear Sir,

As Commissioner of Police for the State of Western Australia, you, like all of your serving Officers take the following oath on becoming members of the West Australian Police Force.

I……………………DO SWEAR – THAT – I WILL WELL AND TRULY SERVE – OUR SOVEREIGN LADY THE QUEEN – AS A POLICE OFFICER WITHOUT FAVOUR OR AFFECTION – MALICE OR ILL-WILL – UNTIL I AM LEGALLY DISCHARGED – THAT I WILL SEE AND CAUSE – HER MAJESTY’S PEACE TO BE KEPT AND PRESERVED – AND THAT – I WILL PREVENT TO THE BEST OF MY POWER – ALL OFFENCES AGAINST THAT PEACE – AND THAT – WHILE I CONTINUE TO BE A POLICE OFFICER – I WILL – TO THE BEST OF MY SKILL AND KNOWLEDGE – DISCHARGE ALL THE DUTIES THEREOF – FAITHFULLY – ACCORDING TO LAW. SO HELP ME GOD.

Sir, in regards to the AWUWRA scandal that I was an integral part of and the only person charged, but not given the opportunity to have my time before the Court, I contend that you and Officers from the Major Fraud Squad have failed to uphold this oath.

As you are fully aware, as a result of a number of Hearings before the Trade Union Royal Commission before whom I gave sworn evidence and fully admitted to my criminality, identifying my co-offenders as Bruce WILSON and Julia GILLARD, and I contend, the criminal involvement of senior executive officers of Thiess, namely Nicholas JUKES, Joseph TRIO and Martin ALBRECHT, a number of criminal offences were identified as having been committed, that resulted in a brief of evidence being sent to your Major Fraud Squad Officers from the Victorian Police.
That brief of evidence was the result of a three year investigation conducted by VicPol called "Operation Tendment"


From my papers, it appears your Officers did nothing further upon receiving this brief of evidence except to rely upon the brief prepared by former Officer Mcalpine in 1996 (many years prior) and chose or simply ignored further evidence.
Mr. Mcalpine is a former Officer of the West Australian Police who I am sure you are familiar with I contend that your Officers have not and did not review the evidence contained within the "Operation Tendment file they received from the Victorian Police.
There is overwhelming evidence that in the opinion of qualified legal practitioners should have resulted in charges being brought against numerous persons that where a party to the crimes of Secret Commissions.

This offence was glossed over by the Royal Commission, but I am prepared to accept to being charged with that (those) offences and wish to have my day before the Courts.

As you are aware, the WA State DPP subsequently chose not to proceed with my offences of Fraud, in the District Court, leaving me out of pocket many thousand of dollars. I further alleged that your officers intended to do nothing upon receiving the VICPOL documents, that is until I contacted your Fraud Squad Officers and volunteered to meet with them.

Whereupon I was arrested and charged with the wrong offences because of the tardiness / lazy actions of your officers they charged me with "31 x cause a detriment to a person by fraud" namely Thiess contractors and not the offence of Secret Commissions.

It is my intention to publish these allegations across media platforms of your West Australian Police Force’s gross neglect of duty in that your Officers have failed to investigate and charge all of the alleged offenders in this case.

I am in possession of documents that prove the case of these crimes, scorched from the "Operation Tendment file and furthermore, I was interviewed in Alor Setar, Malaysia, by both Mr. Michael SMITH and Mr McALPINE, on video, in which I fully confessed to the offences and further, provided Mr McALPINE with signed documents attesting to my involvement, at the request of WILSON how the invoices were falsely created and the amounts of money were derived at. How the money was received and how is was spent.

WHY you may ask have I admitted this last year, simply because I was never questioned by the Fraud Squad over that and after some consideration, I realized the importance of the falsification of those invoices and agreed to be interviewed.

I believe Mr. Smith and Mr. Mcalpine approached one of the current investigating officers and the Assistant Commissioner only to be told that they would not under any circumstances re-open the investigation. – WHY.

Sir, I would ask that you take the necessary steps to re-open this investigation which will result in the arrest and charging of all persons that have committed serious criminal offences including that of Secret Commissions.

Sir I ask that this matter be re-opened and your Officers uphold their OATH OF OFFICE. I am the author of this email to you and one of the accused in these indictable offences and I shall be returning to Australia in late May or early June should you or your officers wish to proceed with arresting myself and all persons that engaged in these offences I will make myself available on arrival in Perth.
Please advise me of what your intentions are in relation to this matter.
