Clinton Foundation Health Initiative advertises for PNG country manager - Australia provides 20% of PNG health funds

Australia is the Government of Papua New Guinea's (GoPNG) major external funder.

DFAT's 2018/19 PNG Aid Performance Report under the heading HEALTH tells us:

Australia is the major donor to the (health) sector, providing around $100 million in 2018-19, which is equivalent to about 20 per cent of the Government of Papua New Guinea’s health expenditure.

It appears that Australian taxpayer funds may still be flowing to the Clinton Foundation, which continues to operate in the health sector in PNG.

The Country Manager will oversee and ensure high quality execution of all programs and operations of CHAI’s PNG office, act as a trusted advisor to government and partners. S/he will have deep personal commitment to producing results, the skills to problem-solve and navigate political situations, and optimism even in the face of daunting challenges. The Country Manager will report to the Vice President, Southeast Asia Pacific, and collaborate with the local Senior Advisor and with global program teams.

The Country Manager will be based in Port Moresby, Papua New Guinea.

This position also acts as the “Safety Point Person” for all staff members based in and traveling to PNG. Responsibilities include the implementation of policies related to security in close partnership with the Global Safety & Security Department; the oversight of staff activities, including field travel; management of local external relationships and information networks; maintenance of local documents and resources; and the management of incidents affecting the wellbeing of staff members, from critical to minor. Training and support will be provided by the Global Safety & Security Department.

This role requires travel to remote regions with limited infrastructure and medical care.
  • Embody the CHAI Values, approach and mission
  • Ensures the implementation and completion of high-quality programs at the strategic and implementation levels in collaboration with the Senior Advisor, regional leadership and global team staff
  • Manage all financial, operational and administrative aspects of CHAI’s PNG office, including monthly cash flow and financial reporting, cash and salary allocations, budget forecasting and planning, and overseeing completion of accurate and timely accounting reports to CHAI Boston and donors
  • Represent CHAI externally and act as a trusted advisor to government and with partners
  • Execute specific programmatic initiatives and work with program staff to ensure all programs are implemented effectively
  • Model a strong work ethic and demonstrate leadership by providing support to all members of country team, managing human resources and ensuring compliance with all government, donor, and CHAI policies
  • Communicate regularly with CHAI staff at the regional, global, and headquarters levels for all matters
  • Other responsibilities as needed
  • Master's Degree in a health, business, or related field or
  • Bachelor’s degree with a minimum of 5 years of work experience with increasing levels of responsibility and leadership
  • Excellent business-oriented English written and oral communication skills
  • Proficiency in Microsoft Office
  • Respectful of and ability to thrive within local cultures and styles
  • Experience in program management, strategy development, planning, and project implementation
  • Ability to work independently without extensive structural or operational support
  • Ability to handle multiple tasks simultaneously, set priorities, and delegate work.
  • Ability to be effective in high-pressure situations and work in a fast-paced, multicultural environment
  • Ability to achieve maximum efficiency and impact with limited human and financial resources
  • Strong mentor, manager, role model and team player who demands 100% performance from self and entire team

Indonesian call for Islamic Jihadis to register to fight in Jihad against locals of West Papua

Front Jihad Islam, or FJI, issued a call to arms in the Indonesia-ruled Papuan provinces after non-Papuan settlers were among the victims of recent violence there.

Unrest has surged in Papua region since August, including a day of rioting and violence in the Highlands city of Wamena two weeks ago when about 30 people were killed.

The unrest came off the back of widespread public demonstrations by West Papuans protesting against racism and calling for a referendum on independence from Indonesia.

According to Indonesia's government, more than 11,500 people have been evacuated from Wamena since then due to safety fears. That many of these people are settlers from other parts of Indonesia has caused concern and prompted action back in Java.

FJI has been busy spreading its message online, replete with videoed torching of the Papuan Morning Star Flag and banners calling for Jihadis to be recruited for fighting in Papua against Papuans.

Someone close to the good professor told me that he was very hurt by Prime Minister Scott Morrison and others taking the P15S out of him at the mid-winter ball.

I'm told that Professor van Smirk didn't like us promoting his "happy to have this replayed time and time again to my shame" recording.

So it was no real surprise to find that sensitive metro-man's feelings have been so hurt that he's done this.

Miserable old ghost Chairman Mal sticks the boot into the Liberal Party - again

It's like clockwork.

After Tony Abbott's pro-Liberal Party interview featured in yesterday's media - Turnbull was always going to be unstoppable in his quest for negative coverage.

So here it is in all its miserable, ghostly glory.

Malcolm Turnbull has criticised the Liberal Party for failing to address climate change and develop “a ­coherent national energy policy”, which has led to Australians paying higher power bills and increasing carbon emissions.

“The Liberal Party has just proved itself incapable of dealing with the reduction of greenhouse gas emissions in any sort of systematic way,” Mr Turnbull told The Australian.

“The consequence … is without question that we are paying higher prices for electricity and having higher emissions.”

In his first major interview since the May election, Mr Turnbull, 64, would not be drawn on losing the Liberal leadership — which will be addressed in a forthcoming memoir — but said he would have welcomed his deputy, Julie Bishop, succeeding him as prime minister.

“Yes, I certainly would have welcomed that … she certainly had the capacity to lead the party,” he said. “She is eloquent, she is persuasive, she is incredibly hard-working and I could not have asked for a more loyal or capable deputy.”

Mr Turnbull said the Liberal Party had been influenced by a group that is denialist and reactionary on climate change, and insisted that a true conservative would support reducing carbon emissions.

“Conservatives are practical,” he said. “There is nothing conser­vative, for example, (in) denying the science of climate change. That’s not a conservative position. That is just, well, that is just denying reality. You might as well deny gravity.
