Papers! Schnell! Victoria Police check for pushbike riders more than 5Ks away from their approved home

It is not a requirement for citizens in Australia to carry identity papers, so I'd be interested to know the legal basis on which this roadblock/identity-checking operation has been established.
It's a different situation for drivers of motorcars and motorbikes who must carry a licence with them - but not pushbike riders.
