Richard Godfrey should be congratulated on a uniquely important, outstanding piece of research - and the presentation of a scholarly and compelling report.

I should declare some relevant credentials in making an assessment of Mr Godfrey's work.

In the late 90s I was responsible for Australia's financial investment and representation on the then UN NGO Inmarsat, as a Party and Signatory.

I was with Telstra from early 1993 joining the then global Mobile Satellite and Radio Services unit which included its global Inmarsat business.

After some time in Indonesia as the CEO of Telstra's operating company, I returned to head up the Global Satellite Unit.  I remained in the satellite industry for some years after leaving Telstra.
